If you want, you can go through the submissions to the racing rules committee meeting last November at the ISAF annual meeting. Then you check the minutes to see what the RRC approved, and then check council minutes to see what made it through council. Then AIUI the various RWPs give a final edit and polish.
The biggest change will be to Section C of Part 2. There are already rules for kitesurfing. Appendix BB. According to Amazon.co.uk, the 13-16 version of The Rules in Practice by Bryan Willis will be out in a couple of weeks.

Since the ISAF website was rejigged, I can use the structured to get a list of Submissions>Racing Rules Committee>2011, but the links displayed are all broken. PEd, do you have any clues about this (or would you have a zipfile with the submissions)?

I read through many of the submission some time ago.
There is a rewrite of rule 18 in the offing, which does not change anything (until the team racers have a go at it!) but makes the rule easier to read. There is a move to generalise the use of hand signals (as in match racing) when rule 20 Room to Tack applies. A few annoying details may creep in - like making the orange flag 10 mins before first start compulsory. We shall see what gets through - I suspect that delegates will be more concerned with bringing back sailing for light heavyweights to the Olympics (welcome back the Star) and the board/kite debate! |

Just remembered: did it all here for part 2 and some defns: http://forums.sailinganarchy.com/index.php?showtopic=127751&view=findpost&p=3517296
There is a typo in that post in that the first phrase of 18.3 should be crossed out as it's the current rule. There is also other stuff coming - not throwing rubbish overboard and having to comply with TSS rules are the two that I remember off the top of my head. For past ISAF meetings info, go isaf.com/meetings/archive
