 Upwind as long as the kite board can offer enough lateral resistance and the kite is capable of pointing( not sure how this would be described in kite terms) it will perform to the maximium available tolerances.  Same as the foilers the kite sailors have the chance to oscilate the kite to keep it moving through the air at its designed speed and keep the same level of power. For the foiler that is heating it to the corect degree down wind.  Wind strength changes, change the size/design of the rig as the 12's and 18's do.
If you could get the kite high enough..............the sky's the limit? 
 
Not quite, the longer lines required cause drag which slows the kite down. The fastest kite buggiers are now going for shorter lines to reduce drag and increase speeds. There will be a line length that offers the best compromise and I would suggest it wouldnt be much longer than they currently use.

Line length varies, light wind = longer lines = more area in sky to 'sign' the kite which develops more power plus wind is supposedly stronger higher up.

Medium length =30m and short = 20m

Lots of folk going to take it up next year, suddenly round the cans is all the rage.
