We have similar. Structure is clear in the club rules. Maybe we should see the joining fee as a "just in case fee" for people who abandon boats when they leave, to join two threads together!

I think you need personal handicaps too..... and maybe they need to earn a 10 - 20 PY advantage for every duty they do??
