Interestingly Therese Zabel (Spain) tried to use something very similar for the Olympics but it was ruled illegal.  Must have been for Atlanta because I think we were still allowed 3kg of weight up until 1994.

I spoke to our local chandler about this when i was buying a bouyancy aid and he said that they are designed for "training" and as said above not legal.  Can't believe someone would design something for a sport that is illegal to use when doing that sport.

It's designed for kite surfing. It isn't illegal to sail with it on. It may be deemed illegal to race with it in some classes if the water bag is attached and full, the answer, don't sail with it full of water... 

If anyone moans about it then by all means, let them borrow it and see if it makes them go any faster, most likely you would still beat them. 1kg is nothing, a good fry up weighs 1kg.  LOL

What I find more stupid is that the capacity of the water container is only 1 litre. You should be drinking far more than that in a day of racing. More like 5 or 6 litres in a physical boat. In reality this product doesn't really solve a problem.

It would be against the rules in all classes (unless class rules say otherwise), by Rule 43. For Windsurfing, Appendix B Part B4 specifically modifies Rule 43.1(a) to allow a wearable container of at least 1 litre but weiging no more than 1.5kg when full. For Kiteboarding, Appendix F part F4 has the exact same rule change. Case 89 in the call book clarifies:

CASE 89

Rule 43.1(a), Competitor Clothing and Equipment

A competitor may not wear or otherwise attach to his

person a beverage container.

Question

Does rule 43.1(a) permit a competitor to wear or otherwise attach to his

person a beverage container while racing?

Answer

No. Except on a windsurfer or a kiteboard, there is no necessity for such a

practice, and therefore its primary purpose must be considered to be to

increase the competitor’s weight. (Note that rules B4 and F4 modify rule

43.1(a) for windsurfing competition and kiteboard racing.)

So as long as you do not have the drinking attachment attached to the bouyancy aid you can race with it.

AIUI there drinks 'pack' is an optional extra that you fasten to the BA somehow.

Have you actually even looked at the buoyancy aid? It comes with an OPTIONAL water container which is purchased separately. The buoyancy aid alone is not illegal. Simple. Attaching a water container for training to save having to take a bottle or have a RIB to carry the 5 or 6 litres that you should be drinking would be fine, that's where this has potential. 

Note. For racing most race committees will happily take a bag of lunch or water bottles for you which can be collected between races. This can be done on either the RC boat or safety boats. If they say no then they are very narrow minded because hydration is such an important part of safety on the water.

but in a sport where we rely so heavily on obvious rules observation and self policing, is it a good idea to race with something that knowingly appears to be illegal?

It doesn't appear to be illegal. That buoyancy aid as you buy it off the shelf is not illegal. It becomes illegal when you also purchase the optional bottle and fill it with water and wear it for racing. So no, I wouldn't say it is a bad idea to use that buoyancy aid.

Seems a good idea for training.
Also great for other sports like kayaking.

Obviously we do not want to encourage the old heavy clothing game, but I suspect the variation in what people normally wear for dinghy sailing would be enough for some people to add a litre of water without being heavier than other people who've chosen different gear.
