The RYA have produced a version of Appendix M "Recommendations for Protest Committees" with detailed comments which is excellent.

I also reccomned a taking an RYA Judges Course. If nothing else you will learn how good your rules knoledge is - the test is not over difficult, but has to be completed quickly.

Rule 69 would be more appropriate. After giving a penalty, and reporting to the RYA as required, I would also consider a report to the competitors club. It may well be that they would not consider such a person as a suitable member.
