Road pricing

I usually never forward anything like that, but I can spot a genuine hare-brained scheme when I see one. The following is, I think, genuine and I've just signed the petition... If it's a scam, I'm impressed!

proposal to introduce road pricing will mean you having to purchase a tracking
device for your car and paying a monthly bill to use it.     
The tracking device will cost about £200 and in a recent study by
the BBC, the lowest monthly bill was £28 for a rural florist and £194
for a delivery driver.                                                         
                                                                          
A non working Mum who used the car to take the kids to school paid
£86 in one month.                                                               
On top of this massive increase in tax, you will be tracked.
Somebody will know where you are at all times. They will also know how fast
you have been going, so even if you accidentally creep over a speed limit
you can expect a NIP with your monthly bill.

I don't think it could be implemented in the first place.
First of all, the practical aspect of it looks like a logistical nightmare. How would the monitoring be carried out? There would be a need for a complete new infrastructure all over the country to keep constant tracking of millions of cars.

I also don't believe for a minute that a country who makes such a fuss over the introduction of ID cards would readily accept this Big Brother invasion of privacy.

Let's hope this plan gets ditched and truly forgotten, not transformed, derived, extruded and re-heated for second helpings.

Road pricng surely already exists in the form of tax on petrol. I'm sure there must be a difference,(or how would the Gvmnt justify it?!) but I can't see it.
