There class rules don't seem to have anything referring to
foils, let alone banning horizontal foils. Unless I’ve missed something.

	Yes its a 'Moondance' design NS, by Stu Friezer (who also did the Tequila and Tiger designs which have been the most successful designs of the last 8 years or so). This particular one is an ameteur home build.
