The point of detail missing in that assumption is that no one is trying to replace the proper class for 'serious' championships or even open meetings.   

This is simply an umbrella class for lighter hearted regattas, race weeks, club races and casual meet-ups around the country- and it shouldn't be open to 'non-production' one offs for fred in his shed either.  An approved list of one designs only - ideally with a route in for entry priced options.  

Anyone designing a boat purely to outperform in this umbrella class would have an extremely narrow marketplace to be aiming at, and be missing the point entirely.... I doubt they'd sell any tbh.

Finns have a fast PY because they are long and very efficient in achieving and sailing at their hull speed.

If there was one type of PY sailing that can be enjoyed, is when the PY fleets are split into their subsets.  In a hiking single hander there is no joy in being out pointed by Merlins and N12's, or in a Symetric Class, being hailed by Assymetrics on different angles.  Also with such a range of speeds, it is difficult to accomodate the different target race times, of say a Topper with an I14, one sails for too long, the other's race is too short.

The Weston Grand Slam used to have a format that split out the different types of craft, and it was jolly good fun for a handicap event.

it's a rock and a hard place though.... our club splits the starts on PY bandings, in theory making things better for the race experience whilst being able to then pull together a selection of different results based on 'overall' (time offset) and 'start group'.  

The net result is that anyone wanting to sail in 'Start 2' - which covers I think 1001-1100 on a Wednesday - essentially has no one to sail against directly.   Given this covers a myriad of great boats at a speed point I think is really popular for dinghy racing - Blaze, Finn, D-Zero, Aero, Rooster 8.1, RS100 8.4, N12, Larks, RS200s ...  it kind of kills any enthusiasm for getting something like a D-Zero or Aero when there's a fleet of 10-20 Lasers out to race against.

Fast sail worked for a while, which was a similar idea. I did think at the time that SlowSail, for all the small singlehanders, would be a good idea, but the fast sail ran out of steam and showed that people don't appear interested in such things.

A couple of years old now but this was a look at our fleet splits through type and py,   Biggest downside was lots of starts and smaller fleets, and or no fleet to race in and having to bump up to the next variable, this is fine but leaving it up to volunteer race teams that change each race day could lead to upsets, so ultimately wasn't pursued.  Id still like to give it a go for our club week though, as it should provide closer more matched racing.
