There is a typo in that post in that the first phrase of 18.3 should be crossed out as it's the current rule. 

There is also other stuff coming - not throwing rubbish overboard and having to comply with TSS rules are the two that I remember off the top of my head.

I read through many of the submission some time ago.

There is a rewrite of rule 18 in the offing, which does not change anything (until the team racers have a go at it!) but makes the rule easier to read.

There is a move to generalise the use of hand signals (as in match racing) when rule 20 Room  to Tack applies.



A few annoying details may creep in - like making the orange flag 10 mins before first start compulsory.

We shall see what gets through - I suspect that delegates will be more concerned with bringing back sailing for light heavyweights to the Olympics (welcome back the Star) and the board/kite debate!

Since the ISAF website was rejigged, I can use the structured to get a list of Submissions>Racing Rules Committee>2011, but the links displayed are all broken.

PEd, do you have any clues about this (or would you have a zipfile with the submissions)?

I believe boats which are monhulls at the front but cats at the back are going to be banned.

Or maybe that was under the Geneva Convention...

So you don't actually have too many choices judging by that: individual events in 2009 had to be run under 2009 rules, and presumably the same will apply in 2013.
Will you be using anything from the ISAF rules in the part of your SIs that refers to scoring anyway? If so it would probably make sense to simply cut and paste the text from the old RRS rather than refer to them.
If in doubt I suggest you email the RYA in the name of the club and ask for advice. Their rules experts will have a pretty shrewed idea of what's going to be changing anyway.

From the current rules. 

Revision The racing rules are revised and published every four years by the International Sailing Federation (ISAF), the international authority for the sport. This edition becomes effective on 1 January 2009 except that for an event beginning in 2008 the date may be postponed by the notice of race and sailing instructions.
