I'm reviewing SIs for a series that runs summer to summer, so wondering if the rules could change mid series and how that should be captured.

Why not just specify 2008-12 rules for the whole series in the SIs and leave it, after all they have been a reasonable edition and the books concerning the interpritation of any new rules won't be out until well into 2013 when people have had time to worry about implications of changes. Do you really want to be the first to use and understand changes, I certainly don't!

That might be the best approach, but if everyone else else is using new rules from January then perhaps it isn't - hence the enquiry.

The rules officially come into force for any "event" starting on or after 1st January 2013. There will be top level ISAF events that month using those rules. I'd happily use those rules in January- they will have been published a few months earlier.
 
Now, of course, a "series" could easily be seen as "event", which would mean Thunder Road's idea of saying that the 2009-2012 rules apply throughout has merit. However, several months in that may cause some confusion, especially if there's a change to the "when boats meet" section (such as the alteration of the "zone" in the last edition).
 
I'd suggest that you say that 2009-2012 rules apply to races sailed on or before 31st December, and that 2013-2016 rules apply for races sailed on or after 1st January, but that any issues regarding the conduct of the series will refer to the 2009-2012 rules (scoring etc!)

The 'series' in question is a ladder using scores from individual events, so I think  that final paragraph looks perfect. Thanks.

From the current rules. 

Revision The racing rules are revised and published every four years by the International Sailing Federation (ISAF), the international authority for the sport. This edition becomes effective on 1 January 2009 except that for an event beginning in 2008 the date may be postponed by the notice of race and sailing instructions.

So you don't actually have too many choices judging by that: individual events in 2009 had to be run under 2009 rules, and presumably the same will apply in 2013.
Will you be using anything from the ISAF rules in the part of your SIs that refers to scoring anyway? If so it would probably make sense to simply cut and paste the text from the old RRS rather than refer to them.
If in doubt I suggest you email the RYA in the name of the club and ask for advice. Their rules experts will have a pretty shrewed idea of what's going to be changing anyway.

I believe boats which are monhulls at the front but cats at the back are going to be banned.

Or maybe that was under the Geneva Convention...
