Either a marine polish (with teflon)

or 1200 then 1500 and 1800 wet n dry if you can get it - if you want it to be gloss after you can use Rubbing/Cutting compound to bring it back to a gloss. Also check with your Rules as I think they are very strict on the laser and may not allow you to have a matt finsh or something.

I use T-cut on the bottom of my 29er & it seems to do the job, fine wet & dry is required to get rid of ne proper scratches tho.

When refurbishing our university laser 2 for the nationals this year we used gelcoat all over and then used a variety of different grade wet and dry papers until we were down to a 1200 grain to finish off. Not sure the difference in it being a fibreglass boat though but i'm sure it would work....

Might want to wait for some more suggestions though before you go ahead just incase i'm wrong!
