'Seamanlike manor' pretty much means getting around the mark without hitting anything. It doesnt allow for a 'wide entry close exit' rounding or any hanging around in the vicinity of the mark making a nussance of yourself...

I had an incident like that at a Nationals once (I was the boat stuck in irons next to the mark). Although I had no rights to room, the boats on the outside cant just continue as if you arn't there and crash into you as the rules clearly state that you must avoid collisions. The boat outside should sail around the muppet in irons, and then protest him. If damage was caused to the guy in irons he is entitled to protest the guy who hit him, and seek re-dress if he then misses races due to being half sunk and carrying out repairs.

no the latest rules allow you to more room so that you can take a a racing line, i.e. outside in.

you could probably claim that he is tacking in your water though. certainly with that pic as evidence

errr, im still not quite sure about that james, I think the new rule allows you to take a racing line at the bottom mark (at a gate? ) but not at the top. Can anyone clarify?
