If he has some previous sailing experience, how about a low rider moth? there's a guy at my club in that sort of age group that campaigns a moth and an IC!

this is true, but it can also be fantastic fun, and sometimes a bit of an advantage! i sailed a laser full rig for a season when i was 13, weighing in at about 55-60kg, its sprisingly easy to win in light winds. lol. just hard upwid in a f5!!! i then demoted my self to a radial for 2 years, lovely boat and lovely people & theres always competition near. i would say test sail all the possibilities and pick your fave out of the bunch.

70 kgs is a bit light for the 300 big rig unless you're very fit/good, (tho I think they've changed the rules so you don't have to use the small rig at that weight), and I always got the impression that the Blaze needed about the same weight as the 300. I may be wrong, but maybe one of the singlehanders aimed at lightweights would be better? I'm thinking Laser rad, streaker, Byte, or maybe a Solo with a wavelength rig. It can be pretty miserable overpowered in a singlehander, believe me! Don't get me wrong, the Blaze looks lovely, but the rig looks pretty powerful. Depends where you sail, of course, if you're on a lake or the open sea...

Thanks guys.  I think my friend will go for the BlazeX but he's gonna have a look at the RS300. Solo - doesn't look cool enough, same with supernova.

I'd say you're about spot on with the Blaze. They also appear to have a very friendly and active association. I've never sailed one, but judging by the increase in numbers built and attendance at opens since the re-development I would say that the association are doing something right. Worth a test sail at the very least....
