So lets see...
Lightish crew weight
Narrow river
Need to be competitive on handicap

That says National 12 to me!
Your location doesn't really sound kite friendly from where I'm sitting...

You're within weight range for a 3000 (past Nationals winners have been 110kg). Fast, easy fun.

Buy this one and come to Rutland for the Nats this weekend!:

If you're on a restricted water, maybe the 200?  If you get one with the old single patch system you will make yourself a huge saving.  Personally, I didn't find there was a huge difference between the two, but when you have more shiny coins you can always upgrade.  Also it has a centreboard, so if you do hit the bottom you shouldn't do too much damage.  At 115kg, you should be fine, sailing the 200 at 95kg however, was very wet.

If it's that restricted I think you might be aiming a bit too high with a 29er, and if you run aground in a fast boat with a daggerboard you'll cause some real damage.

This might be the reason there are no doublehanders on your stretch of water but if you do want to go down that route you might be better with something designed for restricted water like an RS200 (kite can be goosewinged rather than having to sail angles), RS400 (pole can be pulled to windward to run deep) or maybe something more traditional like a Merlin?
