Stars and stripes ahead of it's time?

I've just been looking at the Ac45/Ac72 and it just dawned on me that they seem to take on allot of the same ideas used to build Stars and stripes US 1 that demolished the Kiwi boat KZ 1 in the 1988 edition of the americas cup.

however even after this the next cup generation was a 90 foot mono hull design not to dissimilar the losers KZ 1

why then do we know have these 45/72 foot wing sailed Cats a whole 23 years later?

couldn't we have had these along time ago 

or is that the every time there is a deed of gift match the design of the loser is adopted to be the new class ?
