How Early to Cancel?

   Way too early. He should have waited until the start time, postponed and then abandoned maybe an hour after the start time if the wind didn't abate. 

He sounded far too keen to get off home and do the gardening / watch the grand prix / go to b & q / whatever.

They don't cancel cricket matches 3 hours early because it looks like it might drizzle. No, they wait and see what it's doing at the advertised start time. If it's still raining, they sit there and wait all bloody day if necessary. Rain can stop, wind can drop. You just have to wait and see (presuming you do actually want to run the racing).
