Hullform is the best of the free stuff ive tried - Very easy to use and surprisingly in-depth once you get to grips with it.
Most of the big players will have free trial versions as well I suspect so it depends what you are after.. Id recomend looking at maxsurf if you decide its worth going that way

I think Freeship / Delftship is the best of the free stuff that I've used.  Polycad should be pretty decent (but I've not tried it) - the guy who developed it also developed some of the best (very expensive) commercial stuff.

Ive tried Multisurf which im guessing is related to MaxSurf. I found it stupidly hard to do even the simplest things. Even following a tutorial i still managed to balls it up like a good'un.

Hullform and Delftship.

Hullform is easy to use and gives inclined/trimmed hydrostatics but is a bit jumpy and graphically not great. Delftship (free) is easy to use if a bit quirky, and has excellent graphics and a nice foils wizard, but the free version wont do inclined hydrostatics. You can trim fore and aft by rotating the hull but you cant heel it. Delftship has a good user forum, but Marjtin (the guy who created it) can take a bit of time to provide help.

Have a go with both and see what you think.

Im currently designing a Graduate in Delftship free.
