Following on from previous topic, re hitting marks, I thought I would add a few simplified rules.
'Marks' can be touched, providing you have passed correct side, you can do anything other than ride right over the top.
'Collisions', any collision is the responsibility of both parties, no one to be held responsible, (excepting a rear end shunt).
'Room at the Mark and other Mark issues', first boat to the Zone has right of way, all other boats have to fall inline astern (if you can't get clear ahead before entering the Zone, drop behind), faster boats can overtake on the outside of the Zone, they can't interfere with slower boats leaving the Zone (slower boats have to be allowed to proceed to next mark in seaman like fashion).
'Courses', will be four Marks only, laid to suit first leg being a 'Beat', first Mark always Port rounding.
 

All competitors enter the race and police themselves, you agree to act in a sporting manner.
No competitor to call protest, other than a rear end shunt.

I suggest working through some of the cases in the case book with your rule set to get an idea how it might work in practice.

The other thing to consider is compatibility with the main rule set. There are various simplifications of the main RRS that work until things get too complicated, and an advantage of that approach is that no-one learns ’wrong’. If we teach a rule set that isn't compatible with RRS then we can't mix beginners and main fleet in the same race, and we have created a need to unlearn one set of rules and learn another just as people are getting out of raw beginner stage. If we look at the difficulty some folks have with unlearning RRS changes that happened decades ago then that's a concern.

No fault (submit both fault = no fault) collisions are possibly essential to simplifying greatly, but there could well be problems with insurance companies. Something to consider.

But no-one pretends the RRS are perfect. It's no bad thing to think about alternatives. But I do suggest spending time working through casebook scenarios to try and figure how your ideas might work in practice.

Given that the RRS are essentially the Col Regs altered in such a way to make them work for playing a game, the only reason they are complicated in places is because the game is complicated. But for most of the time, only the basic rules ever come into play - the same ones, essentially, that you need if sailing anywhere.
And not crashing is already the responsibility of everybody.

“... you can do anything other than ride right over the top...”. Already we have, in this proposal, room for subjective judgement. Who decides what constitutes ‘ride over the top’? Who determines whether it was or wasn’t?

423zero, can I suggest you need to add ‘you get instant right of way if you shout some random words’ 

Recently I have had: 
‘I want to tack so you have to’.  (Both on port approaching a starboard boat I was ahead of and he could easily duck behind) 
‘You need to give me room because we have been sailing parallel all this leg’. (Overlapped entering the zone he was slightly ahead on the outside)
