I'd never thought World Sailing had a Sepp Blatter issue in the first place, but will it really take 2 years to modernise the administration??? Is it really that bad currently? All sounds a bit CYA to me. 

Now I know this press-release is all about their admin, but is the organisation's raison-d'être admin for admin's sake or something to do with making the sport successful? Because 4 of 5 goals seem to be solely about bureaucracy and political-correctness.

Nearly all changes to sports administration are driven by the IOC. E.g. the recent introduction of betting and anti corruption regulations. 

So I would think that this is mostly a box ticking exercise. But I would also think that running world sailing is also a cat-herding exercise.

Also driven by some stuff from Court of Arbitration in Sport in recent high profile Americas Cup cases I think.

But you're right, there's a lot of CYA about it, because these days if you don't it can cost a frigging fortune in lawyers fees
