exactly,   given there is often concern  laid as the door of the DSA over the standards of Cat D  drivers becasue of the number of 'in house' assesors working for the bus companies  it is a valid concern.

The National Sailing Scheme and Youth Sailing Scheme are a best effort at maintaining standards and portability across the teaching of sailing, sometimes let down by centres that hand out certificates far too readily.  

Commercial self certification for this would be a nightmare.


exactly asnd as you  suggested above the tight control over Dinghy Coach/ Assessor, PB Trainer / Examiner  and windsurf Trainer  is  part of this Qa process.
