New Q&A B006 2013-034 Giving Rom and Keeping Clear just hit the streets.
My effort to put it into a nutshell:
When a Right of Way boat has got into a position when it is not possible for the Give Way boat to keep clear, but the ROW boat owes the GW boat room to keep clear (rule 16.1 or 15):

This seems to finally brought the same clarification to fleet racing as team racing has had since at least 2008. Situation A especially is a direct copy from the team racing call book.

Situation 1 is team racing call D3. The summary of this call :
A boat acquiring right of way may comply with rule 15 by altering course herself. This principle applies on any leg of the course. The same could be said of rule 16.1. A right of way boat that changes course may comply with rule 16.1 by altering course herself. I agree that a boat's course is her heading at a given moment. Note, however, that in 16.2 the wording is "sailing to pass astern". This was interpreted in TR Rapid Response call 2013/03 The expression 'sailing to pass astern' in rule 16.2 refers to the overall actions of the port-tack boat clearly attempting to pass astern of the starboard-tack boat, and not necessarily to the course or heading she is sailing at any moment.
The other three situations are very basic rule 16.1 and rule 15. I am not fully convinced that they merited a Q&A |
