Delft ship is another free design program although it's intended mainly for ships it still work ok until you want to put foils/masts ect 

Sellotape and card worked reasonably well for the plywood dingy I made, you just have to allow for it being able to get tighter curves and not get to ambitious

I am also just finishing a strip plank kayak that I designed using proper lines plans ect, its actually not as complicated as it is thought to be, and its a very satisfying process that helps you understand the hull form more than I have found in my brief attempts at CAD (probably can be better if you know how to use the programs).

Develop the idea on paper.
create it in freeship, export it as an STL.
3D print it!

There are people with 3d cnc routers to make you a full size plug from your files.
DIY cnc is also a well established hobby....
