What is ooching? is it when you kind of jerk the boat forwards, or did i make this one up... is it illegal? ooching i mean

You've got it, very kinetic and I think you can do it once per wave but you can't do it repetitively and you can't do it if there aren't any waves.

I must say its spectacularly successful in a slow boat just as the bow is pointing over a crest on the downwind legs.

yer well ew rarely have any waves and it's very useful for getting back to shore when therre' no wind... is it in all classes that it's one per wave?

You guys need to buy a copy of the rules!

You aren't allowed to ooch at all (42.2).  The "once per wave" thing is that (as long as you aren't on a beat) you can pump sails once per wave or once per gust - but only if doing so will allow you to plane or surf (42.3(c)).

Which will now need to be changed in light of the foiling moths as IIRC they can stay "up" in about 7 kts of wind, but need 9kts to get up on the foil, so perhaps it will now need re-wording to "- but only if doing so will allow you to plane, surf or fly....."

Torquing (ie Ouching) is permitted as long as it is in sync with the waves and does not result in sail movement (pumping of the sail) See ISAF interpretations of rule 42

It's a handy link you provided, but torquing is not the same as ooching.

Torquing is repeated fore and aft or rotating movement of the body and allowed in waves.

ooching: sudden forward body movement, stopped abruptly; not allowed at all.
