I don't know if it got passed, (hope so) but the following addition to rule 42.3 was proposed at ISAF conference this year. Most welcome and reasonably uncontroversial I suggest...

42.3 (e) If a batten is inverted, the boat’s crew may pump the sail until the batten is no longer inverted. This action is not permitted if it clearly propels the boat

We all have to do it of course, but I understand there have been some silly jury initiated protests at some major events...

It is also a judgement thing from other competitors or from the race jury. You can't even have it as once per tack or gybe as if you don't do it right first time then you have to keep doing it.
 
It would be better just to ban full length battens.

In what way are you aloud to pump the boat?  Are you aloud to rock the hull until they change side or just pump the sail?

It really isn't that dissimilar to the wording for roll tacking and gybing. Since the situation will only come about when you tack or gybe then it should pretty much be encompassed as such.

From the jury boat the best indication that a boat is being propelled is to look at thet bow wave. It is easy to see if a boat accelerates and then slows as a result of a roll or a pump.

The proposed rule change has been introduced as an SI at many events, and seems to solve the problem.

Having owned a boat that had a full top batten and knowing the issues and grief I got when the damn thing wouldnt pop in light winds (my technique and possiby too much tension). I think this is a good change, i too hope it got approved.
 
Don't these kinds of changes generally get introduced on 1st Jan?

Any rule change will come in on 1st Jan 2013!

In the meantime there is no problem including this as an instruction in your SIs but you should request permissionof your MNA before hand (rule 86.3). Clas rules may change rule 42 (see rule 86.1c)
