Can anyone reccomend a programme for generating and updating the docments used by a jury secretary - which will also post notices to event website?

I'm not aware of anything, but it sounds less than rocket science. Probably be able to knock up something using wword macros, assuming you use that.

Most of the proprietary regatta management software has some sort of protest management capability: just depends on how accessible it is.
I have a multi sheet Excel workbook that I use to log, schedule, and report protests and calculate protest time limits, accurately without re-typing details.
Primarily designed to produce reasonably neat and tidy paper notices for the notice board, but these could be copied onto the web.
