Is it some sort of water flow generator? Flip it down (I'd think it folds down dinghy rudder style rather than dagger board style) and the prop is then linked to a dynamo?

Alternatively it acts as a log when it's down, but I can't see the need, or the advantage of doing it that way.

its a hydrogenerator, we fit them to our boats as an option, they can generate alot of power at sailing speeds with very little drag, and they flip up for when the winds light or you knock somthing

Have you not followed any of the Vendee Globe? They have been a major source of pain to Alex Thomson on Hugo Boss. A couple of others have had issues with them.

Brilliant idea - you make power for free with little to no (read so small not worth calculation in real world applications) drag penalty
 
Small problem when they are your primary source of power and you break them - see Vendee (Is it 5 of them now?)

That one in particular is a Watt&Sea Cruising Hydrogenerator - most the Vendee boys are running the Racing version which has variable pitch props to reduce drag.

Ok guess that makes sense.

Seems like a lot of engineering to just hang a prop off the back but I can see the thinking
