Rupert: yes my initial thought was lower vmg because the increased drag of the heeled hull and lost foil efficiency would slow the board down.

But as others have said, it seems plausible that the upward force generated by the foil might actually reduce the drag, especially as the total displacement of board plus sailor is pretty light. Some Moths used to have canting boards for the same reason.
