My comment was biased on the my understanding of the relatively simple system used on Solway Dorys and descriptions of the Bullet system.

Not sure how, the 'flooding' part needs large holes between the cockpit and the tanks (the external/transom drain is a little more complex and I don't know how they work as a retrofit) which are more than a simple bung to close.

Surely they could be fitted in a way that bung could be used to active or not activate and it would be personal choice if to use or not

Yes, but this is just removing the traditional floor battens and doubling the ply cockpit floor. Makes the boat stiffer and simpler to maintain. Not the wacky, let's turn it into a phantom or supernova kneeling pad. It's a good update to the older boats, and another confirmation that they cant be written off as irrelevant just yet! Flooding tanks will help less fit sailors' confidence windy conditions but they will almost certainly lead to much more water in the boat after recovery, and won't be attractive to anybody at mid or front fleet. Ergo a smaller market for this modification.
