So, no keep clear boat and no right of way boats. So we're just left with rule 14.

Exactly, so there is no chance of exoneration if there's contact. I submit its liable to be a situation where both boats are required to take penalties/DSQ.

So what happens in the situation described on the fb conversation when both boats take avoiding action simultaneously but then collide (if either one had acted and the other held his course the collision would not have happened)?

You might like to try reworking the problem with Y a little to the right and B a little to the left, so that they are passing port to port, and see what you get.
