It's actually slightly less than one.
 
Most men have two testicles, some men have one testicle, no men have three testicles and all women have no testicles.

Actually, three is not unknown, and some men may have none as a consequence of accidents. Then there are those unfortunate individuals who will have testies and ovaries. But before you start that, you have to decide on what base figure you are going to use for the gender split of the population[1]. I believe that the current figure is 51/49 in favour of the pink side, but haven't checked. This of course means that the arithmetic mean average is probably less than one for the human race over all, though the mode would actually be zero

Apparently the male:female ratio in India and China has changed lately so the answer could be slightly more than one.
 
Wikipedia is quoting 105/100 males to females.
 
Three testicles would be very rare. The embryological development of the testicle makes it extremely unlikely. In most instances where an individual may claim three it is likely that one is an epididymal cyst rather then a true testicle. Anyway probably wouldn't alter the statistical outcome very much.
