Even if you're way clear and sure you can complete your tack without fouling the other boat does it do any harm to let them know what you are doing just in case something unexpected happens? Couldn't it just be one of those situations where, as the case book says, communication helps? If the thinking on the boat ahead is "I'm clear ahead with mark room and ROW, and I'll be able to complete my tack and restablish ROW before boat behind has any need to start to keep clear" then a quick informative hail lets B know what's happening in case anything goes wrong with the tack. To be honest, though, given a low pressure club racing situation, it sounds to me as if A, unsure they could tack on the layline without fouling B, chose to tack beyond the layline leaving enough room for B to tack and round the mark with the mark room that she would end up with after both had tacked. So As thinking with the hail might have been "we're tacking, you'll want to tack inside us". |

I'm inclined to think that hailing 'Tacking' while tacking is a misguided attempt to gain an advantage or an entitlement that does not exist. If A was thinking 'I now need to tack for the mark, so you'll want to tack too', then B probably doesn't need gratuitous advice, particularly if B is thinking 'I'm only too pleased to push A past the mark, and if A tacks before I'm good and ready, I'll nail her for rule 13'. I'd think a hail of 'Starboard' not before when A reached her close hauled course, and was in a position to give B room to keep clear, would be a bit more acceptable.
