Being a techie in a school I can throw a bit of light on the whole forums/msn/hotmail thing.

The DFES state that students should not be able to access materials from the internet that could put them 'at risk' or materials that could be deemed as inappropriate.

So that's 90% of the web out the window for a start....

Most LEA's use a 3rd party filtering system that all schools should route through (or have one that is compliant to the current BECTA standard). These vary from very good to absolutely awful! The one we have is pretty good as it has varying levels of access, staff is access is pretty much free and not a lot gets stopped (luckily for me).

Hotmail is a really thorny issue though. A lot of schools who do not wish to have their own mail server get the sudents to sign up for hotmail and then collect the addresses in. Hotmail by its very nature is insecure and very prone to inappropriate content which is why many LEA's block it. It also cuts off 1 avenue for cyber bullying as you cannot easily control what gets sent by hotmail but you can control what goes through an internal mail server (given education pricing this is not difficult or expensive to set up).

Anyway....I will go take my geeky work coat off now and put my drysuit back on....

The Lea we use control the websites but we have the facility to either bypass or block for certian websites.

All web based email is blocked but some forums are accessible. We do block other sites like Youtube as the content isn't controlable.

MSN though isn't installed on the school PC's and they are unable to install it. It is tricky to block the MSN port but fortunately for us we don't have that issue.

At my school everyone just uses a proxy (www.kproxy.com or www.foxyproxy.com are the most popular) to get on blocked websites.

They go on messengerFX to access MSN. As it doesn't require any installation.
