I sort of get it, by definition each is to windward of the other, but I don’t really understand why World Sailing have allowed a definition where there is no definitive “right of way” boat in a situation that can occur many times on the race course, notably in the proximity of the windward mark on a windward leeward course. I have thrown away my old rule books, but what has changed that no longer the “close hauled” boat the right of way boat? Maybe best to continue to call “close hauled” in order to avoid any confusion ... |

Regulations for Preventing Collisions at Sea by Order in Council of 13th October 1910? Changed by the rewrite of IRPCAS in 1972. My 1947 IYRU rules have the old fomulation. NAYRU rules, including the Vanderbilt pamphlet provided by PEd from 1944 have always had Port/Starboard overriding close hauled vs running free. The 1961 rewrite of the IYRU rules adopted port/starboard and windward/leeward only on same tack.

The resolution of this problem requires careful and detailed
reading of some Definitions. How about we try to develop the full, right answer cooperatively? I'll kick off with a first paragraph, and a question for the next paragraph, then other people can follow on with the next paragraph and question and so on. The side of Yellow (Y) which is away from the wind is her port side. That is her leeward side. Her windward side is her starboard side (Definitions: Leeward and Windward. Question: Which side of B is her leeward side, and which is her windward side? |

I agree that both are on Stbd tack. I also get rule 14 in that it requires the avoidance of a collision, but - for me - this is a clear windward / leeward situation and blue should keep clear. This assumes the wind is blowing down the diagram from the top (and blue is by-the-lee). Very keen to learn why that might not be the case.

Blues starboard side is to leeward in theory if tbe wind is blowing down the page wind is actually blowing over her port quarter although her mainsail which is used to determine whixh tack she on woukd usually indicate starboard based on the wind blowing over her port quarter she would technically be on port tack
