I could be wrong but I thought a boat could be panlised by the race committee with need for a protest? They are of course entitled to appeal.
I will have a flick through the rule book, I still say the best first course is to try and talk to them off the water first, it is possible they did not realise what they were doing. |

Glad to hear that someone is reading the rule book. Surprisingly few people do. The race committee can only penalise a boat without a hearing in application of rules 30.2, 30.3, 67, 69, A5 and P2. In the case of Rule 42 a race committee can protest but there must be a hearing. If the SIs stipulate that Rule 67 or Appendix P apply the Protest Committee can peanlise a boat without a hearing. I consider that a good option is to invite an experienced judge to spend the day out on the water and let him have a quiet word with competitors who may be infringing Rule 42. Then, if they do the same thing a week later - protest! Gordon
