don't do it if there is any risk at all of capsizing! seriously, it is really really annoying if you do capsize, very very slippy, makes it really difficult to right the boat.

Flow coat is the "technical term" used for painting with gelcoat! I personally wouldn't recommend it in this case though unless you have lots of time to wet and dry as it is much thicker than paint and you will struggle to get it smooth. I'd use a good quality paint as it will give you more than enough protection.

I am considering flow coating my N12 Rudder, is it just gelcoat plus water then just paint it on? or do you have to add anything extra

I really wouldn't use gelcoat. Two pot polyurethane paint has to be the material of choice...
