Not a actual measurement, it's a estimate. First boat could be a oppy
. Probably only way to get a specific zone would be a ring of bubbles, would only work in a lake though.

As said, yes, three boat lengths of the nearer boat. If its an Optimist and the other is a 50 foot offshore racer then that's just how it is. The other thing to keep in mind is the last point of certainty guideline in 18.2.e : that if there is reasonable doubt that an overlap was made in time, its assumed it was not, and if there's reasonable doubt an overlap was broken in time its assumed was not. That means its unwise to go poking your nose in at the last second.
