Handicap will apply to rig size, rack width will just be used to allow different weighs of helm to sail competitively with that sail size. They don't mention ballast though? AFAIK all the successful weight equalisation systems have required light crews to carry some lead.

The 800s it's a class rule that you race on the correct settings. You're supposed to actually weigh in for class events, and we then carry those settings through to club racing and handicap opens. 

There is some scope for people who have never weighed in to be racing on some random settings. Although there is a pretty simple calculation you can do to make sure you're in ball park. 

Like most handicap racing, you're unlikely to know the idiosyncrasies of other competitors class rules so these things probably get missed in most racing.

Would be good if you had a weight that followed helm from one side to the other, either automatic or helm pulls it across, something like a traveller track.

Problem would be the 30kg Hull weight would be gone, unless you fitted it after launching, was thinking more of a small equalising weight, rather than a automatic 'crew', something like a couple of stone.

This, I suspect, is why weight equalisation pretty much died out. Hassle for not much benefit.

plus back in the day, when weight equalisation was being bandied around as marketable point-of-difference; the Musto Skiff fleet (no w/e) handed the RS700s their asses proving the old adage about training over tinkering with equipment and settings... plus pure boat speed.
