The old "it's only banter" game or a variant thereof. Verbally abusing someone with an offensive comment  and then abusing them again by accusing them of not having a sense of humour.

It's an old, old game and the intent is obvious.

The 'waste basket thing' reminds of when my company decided to try a 'suggestion box', it was about the size of a large kitchen type waste basket, by lunch time it was overflowing onto the floor, almost every suggestion was various things they could do with managing director  LOL
