Welding's a bit agricultural but looks strong and hopefully no one will be inspecting the top of the mast that much:)

Update, we found someone local to make a sleeve for the top of the
mast to join the broken short top section to the lower part. All went
fine, the top mast fitted back in after a bit of filing (this is due to
the welding distorting the mast section a little, which was my main
worry). I designed it with a slanted end to spread the load over as big
an area as possible. At £160 it was by far
the cheapest option, a new mast from Selden was about £800 inc vat and
that's just the plain tube, nothing else. I could have got another mast
but it would have come with a free boat that I would have had to chop up
and sneak into the recycling.

The original 2 piece masts are no longer available. Before the class assoc disappeared some com members helped develop a replacement 1 piece mast which should be available. Selden I believe.

Assuming you have a new for old policy with one of the dinghy specialists I would speak to them as for the price of a new mast (if you could find one) you could get another Laser 2 complete with mast

Our club L2 blew over and mast has cleanly broken just above the shroud bolt. We can claim on the insurance for it. Does anyone know who can supply one?
