I think the people in that article represent both extremes, heavily pro EV and heavily anti EV but with nobody supporting the middle ground where the realistic and sensible conclusions, as is so often the case, fall. In my view electric cars will not replace fossil fuel vehicles before 2050. For local and short/medium journeys they will probably become the norm unless some other technology is developed. We will still need fossil fuel vehicles for those carrying loads or travelling long distances.

Budget 2017: total revenue was £769bn

Latest figure I have for tax receipts for hydrocarbon oils is 2015/16, where it was about £27bn, less than 1.5% of GDP.

I don't think the government will go bust after losing 3.5% of its current revenue.

No it wouldn't. But £27bn would still be a big hole to fill, and it would have to be filled. In practice, the easiest and probably most sensible way would be to continue to tax road use in some way. Could well be via road use/congestion charging. Alternatively they could put up income tax, and you know how popular that seems to be!

Government talking about re-opening lines closed by Beeching, must believe forecasts of massive reduction in personal transport.
I am fortunate to live a short walk from my club.

I seem to recall that people used to take their dinghies to Championships by train ...

Quick google search revealed quite a few clubs with railway stations within a couple of miles.
Rutland water,  railway station 1.5 kilometres.
Queen Mary, couple of miles.
Bala, 25 miles.
Perhaps in the future clubs close to public transport will boom.

The rail infrastructure just doesn't exist any more for that to be practical. Its not just that there aren't the lines, but the hundreds of thousands of general purpose freight wagons are gone, and so are all the local freight handling facilities. Apart from bulk freight between a limited number of hub points rail freight is largely limited to what one person can carry through one door.

Btw Ordered my Mini the other day, PHEV one... faster 0-60 than the std Cooper S.  I would claim for eco reasons, but 9% Bk value swung it.
