I'm sure this will get ripped to shreds but this my slightly changed version of what Rupert said

These rules are written in the order that they are applied, i.e rule 1 takes precedence over rule 2, etc.

1.Stbd has right of way over port
2.Overtaking boat keeps clear (overtaking finishes when you are clear ahead)
3.Windward has right of way over leeward
4.Inside boat has right of way at marks or obstacles at 3 boat lengths distance of the longer boat (this is to stop people crash tacking in at the mark)

Further rules that apply to all of the above
a.You shall give time & room for the other boat to keep clear
b.You shall pass a mark as directed by the race committee. Touching a mark with the hull (only) is allowed
c.A penalty for breaking any of the above rules is a single tack & gybe immediately after each other (in either order) done as soon as poss
Everything I say is my opinion, honest

Follow on from GRF's d. which would have had me thrown out of any (most) of the races I have sailed: Shouting at other sailors is deemed unsporting and any sailor who does so will be disqualified from that race.

At marks, there is no need for an overlap. If you can get your bow in, go for it
This is a contact sport. The wearing of helmets is mandatory.

I see you have watch rotomoulds racing before then......

So you wouldn't be able to shout protest then?

No, you'd have to say it politely. The voice could only be raised if distance was involved.

This coming from the person who has one of the shortest sailing fuses around...

The question is, do you wish to develop:
  1. a new set of rules to replace the present rules for general use,
  2. a set of 'beginners' rules that, smoothly or jerkily can lead on to the use of the 'proper' rules later on?
My preferred approach is to develop a minimalist subset of simplified rules which will allow a beginner to keep out of trouble on a race course with other racers using the existing 'full strength' rules, while incrementally developing rules knowledge and skills so as to eventually make competitive use of the full set of rules.

There's a further issue I picked up on, comparing KW's first draft with the several 'dot point' rule sets.

Looking at the 'dot point' sets with traditional RRS glasses on, I immediately begin to ask:
  • what does "keep clear" or "give way" mean?
  • What's an "overtaking boat"?
  • What's an "inside boat"?
  • What does "room and opportunity" mean?
These, of course are 'rules nerd' questions.  A rules nerd asks those questions because those are the issues we traditionally discuss when we discuss racing rules.

Then the penny started to drop.

My talk-show host's dot point rules are mostly illustrated with a simple, memorable thumbnail diagram

And the ISAF Introductory Rules use equally simple memorable thumbnails to illustrate definitions.

Just because traditionally we focus on the relatively elaborate words in the rules, doesn't mean that is the best way to teach the rules to beginners.

And, particularly if we adopt the "subset leading to and co-existing with the full rules" approach, it's learning the concepts in the subset that is important, not learning the words off by heart.

So shouldn't we be concentrating on how best to convey the subset of rules we have selected to assist beginners to recall and apply the concepts, rather than labouring over the texts like traditional rules nerds?

Here are a couple more memorable/graphical rules presentations

Rules.

Someone shouts GO!

You race around a course for a distance that's been agreed before hand.

No boat hits another boat or they are DSQ.

First one over the line is the winner.

That's got my vote.
