470s fanning / bouncing ?

Now watched the video of the 470s in Athens. Anyone care to expand on the technique akin to windsurfers high frequency pumping. Obviously they are putting energy into the rig but quite what is the thinking and when is it employed, off the line to accelerate, marginal planing upwind?
