Err... measurement is pretty tight, as Bruce Farr's original intention, so I believe was for the 3.7 to be a potential Olympic class.

We are endeavouring at the moment to devise a measurement method that doesn't require the building, sorting and insuring of a measurement jig. Like the one shown in the YouTube videos. Whilst maintaining the consistency with the rule set that has existed since 1972. Boats from Butler Boats mould will be certified, and certainly any boats currently in build from the AutoCad files will be grandfathered if they don't measure, given the caveat that there was no intentional alterations for speed enhancement (at the discretion of the Measurement Officer).
