You COULD make a dinghy foil out of old windsurfer fins, yes. I think it's been done before. It's Just like making a dfinghy sail out of an old blanket - possible but impractical if you want anything like decent durability and performance.

How about a new class of boat?
Say a development class, using just the laser hull, but everything else is up to the sailors. Carbon mast, Radial cut sails, Foils, Bigger rudders, Stays??? What about it? |

So long as you don't do anything to the hull, structurally, or put any extra fittings on, then I don't see why you cant call it a laser hull!!! |

Anything you want to do to the laser, you could!!!
bigger sails, spinnakers, different foils, stays, if you could get them to attach!!! And then maybe trapezes, and foiling!!! So long as the hull stays the same, and you use the attaching points that are already there, then you would have the basis of a development class!!! |
