.. or you move to an umpiring on the water scenario.  Having spent 5 years team racing at what can only be described as equivlent club level (Uni Open Circuit), OTW judging makes the whole process far smoother and less personal.  Hails are more common, the worse that can happen from a bad call is a green flag, not the end to your social credibility in a sailing club for protesting and wasting everyone's time.  (as well looking a bit of an anal rules is rules type  Wink)

How we resource this, when most clubs struggle enough with voluntary contribution, is another issue altogether.

I think some of the rule observance comes down to confidence that you're right.
 
I'm slowly getting better with my actual sailing and now have a reasonable grip on some basic rules that won't see me being 'confused' by some dick-dastardly's trying it on.
I was once on the serious end of a shout of 'PORT!' when I started out.....I actually was on starboard but, though I thought I was in the right, had to think a bit in case a 'different' rule was in play.
 
Of course, these days, the response to that hail rhymes with 'rollocks'.....but do you see what I mean?
Ok, hitting marks can be a bit obvious - if I see it, i'll always pipe up in a "Waheeeyyyyy, there's a turn for you Jeff/Jonno/Tania/Whoever.....' kind of way, equally, I'll always do what I can to exonerate myself when I know that I've done wrong/infringed (even if I do realise that it was a two, not one-turn roughly in the path of an oncoming Merlin - sorry Ash!!!) ......just don't shout like an arse at me Big smile
 
I've no objection to being protested. Explain nicely and i'll listen. Be a dick and I won't. (Well, I will, but I won't tell you that I've listened)

I might add to this that part of the problem for a lack of self policing is that people can come through a club system being educated that even a hint of protest is wrong. I remember returning to my home club after my first few months sailing on the circuits and at school, only to find that when I was forced to tack by one of the 'elder statesmen' of the club, when he was clearly in the wrong, and subsequently stating 'protest', the only legitimate way to inform a person that they should either do their turns or be protested, I ended up being yelled at by both him and his two crew. Not only that but he then came up in the bar afterwards and tried to explain to me that it was bad etiquette to protest in a club handicap race, even when we were racing off very similar handicaps and his turns would have certainly made a noticeable impact on the results.

I did happen to mention about the pumping but obviously the flapping of his main blotted out my hail. end of the day i wasnt going to stop him from passing me. I will protest in the right circumstances but in this instance i would have had no witnesses close enough let alone finding them after we had come off he water. i enjoy the winter events and reagrd them as fun  same as summer handicap events but class racing is more important to me.

this is one of the strange things i have found about moving into handicap fleets; in the topper, protests were normal. we were having protests almost every midlands open, and it was just considered part of racing, no bad feelings. if on the water someone did something wrong, like hit a mark or another boat, which there was a lot of, they would usually do turns when prompted. the class in general was very good with the rules. the number of times in handicap racing that i see barging at marks and starts, and hitting marks, i find atrocious, and i wouldn't hesitate to protest someone who was sailing outside the rules, including pumping if i had a witness. i haven't been at the sailjuice series except the grafham grand prix, but i actually wouldnt protest any boats i thought were out of class, but i would report them to the race office.

Boats being out of class is pretty black and white and can be dealt with if  there is time to scrutineer  selected boats; which there generally isn't, so, underweight boats, wrong rack settings etc knowingly happen.   

On the water rule infringement is a different matter.  Without on-water umpires, a competitor maybe 100% in the right yet loose in the protest room.   And I know, generally, that screws your event 100%.  

Now, I try to avoid trouble, avoid protests and sail as best as I can and score a finish.  This does mean other boats get away with rule breaking but it means I don't risk scoring a DSQ.

You have clearly identified these boats (I know who they are) and I think you will find you were mistaken.

Unfortunately your mistake has caused a lot of concern on this web forum and for those 420 sailors at this event, who happen to be very committed and good young sailors. As I stated in my first reply, if you have a question ask the boat. 

To clarify a winged rudder is illegal.  I understand a committee member will post an official reply.

Finally – no you will not see winged rudders in the future because you did not see them in the first place!
