Extra shackles do work to a point but as you add more the ratchet gets pulled towards the cleat more meaning that you have to move the sheet through a greater angle to cleat / uncleat so i dont want to go to far.

Medway, yes I could get rid of it and if it were a hiking boat I probably would... however I'm not as confident with my trapezing ability and fear that with two sheets, a tiller and free hand help me in and out of the wire requires more hands than I currently have.

I had bought a spacer thingy to raise the height of the swivel on my Vareo . Never got around to fitting it though since I had trouble removing the hidden screws from the base of the swivel.  I think this was it:

 
I like the idea of adding more spacers to the cleat though!  sounds simple, cheap and effective.

Do you need the cleat - just remove it.  You've only two sails on the Vortex anyway - you can keep both those in hand!  There's next to no load on the main downwind anyway. Put in an extra purchase if loads are too high on the beat.  I'd be more obsessed with the kicker on a Vortex.

Better still if you move the ratchet block to the boom

You could try this, it is fully adjustable for height by loosening the main bolt and raising or lowering it through the arc. http://www.ldcsailing.com/selden-mainsheet-swivel-38.ir?cName=boat-parts-multi-class-hardware-swivel-jammers 
They were fitted as standard on the RS100, I found it to do the trick nicely and have seen them for £78.00 !

Just add shackles or somthing. I'm fairly sure I've used a pair of shroud adjusters in the past. Why not... Put a big spring on and tape them all up solid and you won't know the difference.

Ian, those really are crap.  Very decent ones come up on fleabay pretty often. 

For the contender we actually put lots of cleat risers under the cleat, really does help.

Can you turn the cleat upside-down so that you have to lift it to cleat the rope? 
Pulling at the normal angle will release the rope.
