Some sort of compass holder with a rope run for the cunningham/outhaul on a laser? the hole on the right looks a similar shape to those cleats.

Thats what i got, didn't even think about the label!! LOL All i saw was the laser deck plate shape.

Quagers has it right it is a carbon compass holder for a Laser with the XD deck kit.
 
How pointless is that when the standard ali or plastic ones do the job perfectly well and are probably a very similar weight (being a lot smaller)....
