The line to the boom is elastic and its purpose is to help hold the boom out in those light wind by the lee runs.

The line to the boom is the JC strap.  as said it keeps the boom out square when it is light and the hull is heeled to windward.  Prize for the person who can name the "JC" who invented it.

Why on earth would you bother rigging it if its clearly not light winds!

If 420 / 470 masts are breaking .. its a little bit windy, and you wont need any help getting the boom to go out.

Anyhoo.... In such wind conditions it is arguably safer to take it off, as if you do a windward fall in on a run it makes it increases the likelihood of the sail staying up and the boat blowing away.
On the other hand, depending on how he has it rigged, it might not be so easy. I have mine on little hooks....

Ha ha for once i have the inside scoop!!! A b14 ran over the questioned blue b14 and ripped the pole and fordeck off which held the rig tension and the mast snapped. I presume they then capsised.
