It seems crazy to make the decision before going afloat; it is pretty easy to cancel the race from on the water if the conditions look ropey.

Sounds like one for the Sailing Committee to discuss, Doug. Ask your fleet captain or other rep to raise it.
That said, if they do conclude that the RO was set on skiving off early, as seems probable, I wonder what they can do. It's easy to deal with complete defaulters, but what how do you penalise people who half-do their duties? And yes, Jim, I usually set 50 lap races (55 if I'm feeling tough), then shorten after 3 or 4 :-) |

Error being human and weather being unpredictable you're going to experience just about every possible stuff up if you have a long enough sailing career. There's nothing like an inaccurate weather forecast to make anyone look foolish, and sooner or later it will probably happen to you... Its certainly happened to me. I refuse to set number of laps on courses any more owing to being caught out by the wind and setting what turned out to be far too few laps on far too short a course.

A long time ago I posted about a race officer canceling a race 3 hours before the start time (i questioned the timing of the decision, not the decision itself).
Today, an even more bizzare race canceling decision. At Swanage sailing club today, two races were sheduled to be run back to back. The first race to be started at 11am At approx 9.30 it was decided that the second race would be cancelled because there wouldn't be any wind but that we'd do the 1st race........What??!!!! It was a nice solid force 3, good waves, interesting tide and shifts...... all day long. But no, we finished the first race and all sailed back to shore and that was that for the day. WHAT THE f**k?!!!
