The answer is contained in the interpretations - any action that has the effect equivalent to a stroke of a paddle is propulsion.

In this case the giveaway would be the bow wave  - it is easy to see if the boat is accelerating. If the boat accelerates then clearly slows down once the batten is popped the judges could well be considering a penalty. This follows the interpretation for judging whether a roll tack is excessive.

Possibly, but maybe only because the boat is slower, with the battens inverted? I would have thought a limit of three cracks to pop the battens should be the limit, if you can't pop the battens with three pops, maybe you should not be out on the water (I was in a Merlin event a few years ago, a drifter, it took about 20 pumps to pop the top batten, but that may have just have been lack of skill!!!

How do you pump the sail without propelling the boat, even if it is just to pop a batten? I agree with the sentiment of the rule, but 9/10 any attempt will propel the boat a little bit.

Any rule change will come in on 1st Jan 2013!

In the meantime there is no problem including this as an instruction in your SIs but you should request permissionof your MNA before hand (rule 86.3). Clas rules may change rule 42 (see rule 86.1c)

Having owned a boat that had a full top batten and knowing the issues and grief I got when the damn thing wouldnt pop in light winds (my technique and possiby too much tension). I think this is a good change, i too hope it got approved.
 
Don't these kinds of changes generally get introduced on 1st Jan?

From the jury boat the best indication that a boat is being propelled is to look at thet bow wave. It is easy to see if a boat accelerates and then slows as a result of a roll or a pump.

The proposed rule change has been introduced as an SI at many events, and seems to solve the problem.

It really isn't that dissimilar to the wording for roll tacking and gybing. Since the situation will only come about when you tack or gybe then it should pretty much be encompassed as such.

In what way are you aloud to pump the boat?  Are you aloud to rock the hull until they change side or just pump the sail?
